Israel violated ICJ provisional measures, South Africa says in new dossier South Africa has submitted a dossier to the International Court of Justice (ICJ) accusing Israel of failing to comply with the court’s legally binding provisional measures concerning the Gaza genocide. The Department of International Relations and Cooperation said in a statement the dossier, submitted on 25 August, contains information intended to assist an ICJ committee monitoring Israel’s implementation of the orders and considering possible options for the court. Palestinians continued to face deprivation of water, healthcare, medicine and other essential resources, the department said, adding South Africa would continue pursuing “all avenues available” to seek Israel’s full and immediate compliance with the court’s orders. The department also accused Israel of killing local journalists and blocking foreign journalists and UN-mandated investigative bodies from entering Gaza. Since the announcement of the so-called ‘ceasefire’, on average, one Palestinian child has been killed every day by the Israeli military, the statement read. “Palestinian miscarriage rates in Gaza have increased more than three-fold in 2026. Surviving Palestinians in Gaza are further traumatised, herded into an ever-shrinking sliver of territory and subjected to unbearable conditions of life. They are deprived of water, adequate healthcare and medicine, and other essential resources for survival,” it added. The provisional measures, issued in 2024, call Israel to “take all possible measures to prevent genocidal acts as outlined in Article 2 of the 1948 Genocide Convention”.
