Francesca Albanese: Israel can't ensure law and order in land it occupies
Francesca Albanese: Israel can't ensure law and order in land it occupies UN Special Rapporteur on the Occupied Palestinian Territories, Francesca Albanese, said Israel could not ensure law and order in the territory it "unlawfully occupies" and called on states to intervene. In a post on X, Albanese said UN Secretary-General António Guterres should invoke Article 99 of the UN Charter to flag a threat to peace. She said the UN Security Council should impose sanctions and deploy a peacekeeping force, adding that if this was blocked by a veto, the UN General Assembly should pass a "Uniting for Peace" resolution. Albanese also called for states to halt all trade and arms transfers to "Apartheid". Israel can't ensure law and order in the land it unlawfully occupies. States must intervene. HOW? UNSG: flag threat to peace (art 99) UNSC: sanctions, deploy peacekeeping. If vetoed -> UNGA: Pass a Uniting for Peace resolution. Meanwhile NO TRADE and NO WEAPONS to Apartheid https://t.co/hLXymGJ8CN — Francesca Albanese, UN Special Rapporteur oPt (@FranceskAlbs) July 25, 2026
