What the14-point Lebanon-Israel framework agreement actually says Israel and Lebanon signed a 14-point framework agreement at the US State Department on Friday. More than 4,000 people have been killed and more than a million displaced since Israel launched its devastating military campaign in October 2023. Hezbollah lawmaker Hassan Fadlallah sharply criticised the agreement, saying that Lebanese authorities would not be able to enforce it without bringing the country to "civil war". Here is a rundown of the agreement's text that the State Department released on Friday: 1)Israel and Lebanon affirm "the right of each state to exist in peace" and declare their intent to "conclusively end the conflict" and "formally conclude any state of war between them," resolving issues through direct bilateral negotiations with US mediation. 2) The two countries commit to a "reciprocal, sequenced process" in which the LAF (Lebanese Armed Forces) will restore sovereign authority over Lebanese territory pending the "verified disarmament of non-state armed groups," enabling the IDF to "progressively redeploy out of the Lebanese territory." 3) The LAF will "gradually assume full and effective security responsibility" in agreed "pilot zones". Two initial zones have been agreed upon, with more possible "by mutual consent", after which reconstruction begins and civilians can "safely return" under Lebanese state authority. 4) Lebanon reaffirms its "resolute and irreversible commitment to restoring and exercising full sovereignty," pledging to rebuild the "state's monopoly on the use of force" and achieve "complete and verified disarmament of all non-state armed groups," while requesting support from "international and particularly Arab partners" under US leadership. 5) Israel stresses that its military actions in Lebanon are "solely a consequence of the attacks, threat posed by, and hostile intent of non-state armed groups, particularly Hizballah," and that their termination "will eliminate any future need for IDF military action or presence in Lebanon." Israel declares it "has no territorial ambitions in Lebanon." 6) Lebanon reaffirms that its security forces hold "exclusive responsibility for Lebanon's security and defence" and that the government holds "the exclusive sovereign authority to make war and peace," rejecting any non-state actor's claim to a military role as "illegal" and "contrary to Lebanese national interests." 7) Both governments affirm that nothing in the framework prevents them from "exercising their inherent right to defend themselves," with "no third party" entitled to exercise that right on their behalf, and commit to a "military coordination group" with US support. 8) The two countries affirm their shared goal of "a secure, rebuilt Lebanon" under full sovereignty, where the restoration of security in South Lebanon and the "safe return of its civilian population" are called "essential to long-term stability and peace." 9) Lebanon commits to a "rigorous, performance-based programme" to build LAF's capacity, with any new US assistance "strictly conditioned on verifiable milestones, full transparency, demonstrated results, and ongoing oversight." 10) The US will "rally international partners" to support Lebanon's reconstruction, expected to include "mobilising substantial reconstruction and humanitarian assistance." 11) Lebanon and the US commit to blocking funds to groups affiliated with non-state armed actors, with Lebanon explicitly pledging to "prevent reconstruction funds from flowing to non-state armed groups." 12) The two countries will form working groups to "draft the full comprehensive peace and security agreement" and commit to "proceeding in good faith until a full and lasting peace is achieved." 13) Israel and Lebanon commit to "good faith measures" demonstrating positive intent, including the "cessation of all hostile or adverse actions" in international fora, and pledge to pursue the "search for and return of remains and the release of detainees." 14) Both governments acknowledge the US role in the process and "express their deep appreciation for the vision and leadership of President Donald J.
