The agency identified the men as Mohammed Darwish and Nashat Ishtayeh, both from Salfit.
Residents, students and vehicles use the area daily because it lies along a main road connecting Salfit with Al-Zaytoona University.
Settlers frequently attack and harass Palestinians and target their agricultural land in the area amid escalating settler violence across the governorate.
